课程简介:空气污染与气候变化的协同管理既是科学的前沿问题,也是管理的前沿领域,无论博士或硕士,均应具备这一领域的基础知识,为进入政府、国际组织、NGO等从事相关管理工作奠定知识基础。本课程区别于现有大气污染基础理论和治理技术类课程,以管理支撑技术、多元文化和管理背景、气候与大气协同管理为三大主线,形成特色的管理类课程,不仅适用于环境专业同学,同样适用于非工科背景的校内其他专业同学选修。课程内容包括:大气污染与气候变化的协同管理的科学基础(2课时),人类活动与大气污染问题(2课时),大气污染与气候管理的基本要素及方法(2课时),全球大气污染问题与管理体系(2课时),管理的主要技术支撑(6课时),标准设立及系统性风险防范(2课时),政府、企业与公众三者责权利(2课时),长距离传输及模糊责任主体的管理(2课时),国际谈判与公约(2课时),典型案例(4课时),讨论与展示(6课时)等。让学生深入理解大气污染治理和气候变化管理的复杂性和跨学科特征,以多学科背景讨论能源利用、空气污染、气候变化的多项关联,寻求解决方案,培养学生分析和解决能力和兴趣。此外,也可锻炼学生文献调研、数据采集、公众演讲的能力。
The cooperative management of air pollution and climate change is a frontier of both science and management. It is a basic requirement for graduate students to learn about this field and prepare for their further relative management work in government, international organizations, NGOs and so on. On the other hand, support technology for management, multicultural and management background, and cooperative management of climate and atmosphere are three main parts in this management course, which is different from the existing air pollution and control technology courses. Not only for environmental background students, this course can also benefit students with non-engineering background. This course will include the following topics: introduction to the atmospheric physics and chemistry (2 lessons), effects of human activities on the atmospheric compositions (2 lessons), the elements of environmental pollution and climate management (2 lessons), air pollution and climate management systems in different countries (2 lessons), technical supports for management (6 lessons), the establishment of standards and the prevention of systemic risks (2 lessons), the responsibility of government, business and civilian (2 lessons), long range transport and management of fuzzy objects (2 lessons), international negotiations and conventions (2 lessons), typical cases (4 lessons), discussion and presentation (6 lessons). In addition, this course will help students to understand the complexity and interdisciplinary characteristics of air pollution control and climate change management.
