Call for Application 2025 - Emerging Policymakers Program

Tsinghua University School of Economics and Management (Tsinghua SEM), in collaboration with the London School of Economics (LSE) and the Leadership Academy for Development (LAD) from Stanford University’s Freeman Spogli Institute for International Studies, with teaching and training support from the Asian Infrastructure Investment Bank (AIIB), is excited to announce the launch of the Emerging Policymakers Program. This innovative initiative aims to address the global climate challenge by equipping early-career government officials from emerging and developing economies with cutting-edge knowledge and practical skills in sustainable development and climate policy.

The fully-funded, three-month executive training course is designed for rising star officials, particularly from ministries involved with infrastructure and climate policy, such as the Ministry of Finance. The program recognizes that successfully meeting the global climate challenge requires the full participation and capacity building of emerging and developing economies. Upon completion, participants will have the opportunity to apply for secondment opportunities at AIIB.

Tsinghua University, founded in 1911, is a comprehensive institution that connects China with the world, ancient and modern society, and the arts and sciences. Tsinghua SEM is dedicated to cultivating outstanding industry leaders and management elites and is the first business school in mainland China accredited by AACSB and EQUIS. The Executive Education Center at Tsinghua SEM, in collaboration with the Institute for Global Development (IGD) at Tsinghua University, jointly operates the program.

The program seeks leaders in government or public service in developing countries who are driven and ambitious to contribute to a sustainable world. It emphasizes the importance of sustainable development in a complex world with environmental and social constraints, global governance for efficient solutions, and the net-zero transition requiring major investments in building state capacity.

Key outcomes of the program include government officials who are embedded in key climate policy positions in their home countries, more effectively able to lead interactions with external stakeholders, equipped with the latest knowledge on climate policies and financing options, and part of a greater collaboration among countries in the Global South. The program covers a range of topics, including climate change science, impacts, and urgency; green industrial policies; economic development and environmental governance; green innovation; the low-carbon transition; and green infrastructure.

Admissions are open to candidates who belong to a low or middle-income country, have 5-7 years of work experience, hold at least an undergraduate degree, are proficient in English, and work on climate-related issues in government ministries involved with infrastructure and climate policy.

The program consists of an online component with virtual modules and an in-person component at Tsinghua University. The in-person component includes discussions, case studies, seminars, and field visits. The course’s language of instruction is English, with simultaneous translation provided during Chinese sessions. Full scholarships cover tuition, accommodation, and travel within China, excluding international airfare.
